Asked to have a “first hold” on my time – does it mean I’m hired?

Still learning and navigating the hold system, and freelance world.

A company asked if they could place a “first hold” of my time a handful of days ago, for a project starting very soon. I have yet to hear back or receive a contract. I know this is an informal agreement that I will not take other work during that time.
But is this also an informal agreement on their part to hire me? Not sure if I should be looking for work or not right now, or how exactly to conduct myself.
