Hiring all-in-one marketing manager – advice

Hello. I’m about to hire a universal digital marketing guy/girl, who’ll be handling context, target ads, smm and seo for a growing IT start-up in Europe.
We have a page, Google ads, and some weak smm channels so far. Sales are growing, so we decided to get someone on board to take care of the lead generation.

What would be the first steps, when he/she gets on board? What task should I give? Make diagnostics of page/ channels? When should I set targets? Which ones first? (Conversion? Leads number)

Any advice appreciated
