How do you guys deal with tire-kickers?

Hey everyone! Long time lurker, first time poster. Recently I’ve had an influx of what I’d call “tire kickers” which is basically potential clients I’ve sent quite elaborate proposals to who seem to want to go back and forth asking a bunch of asinine questions. In pretty much all these cases they’ve ignored my requests to just hop on a call and it feels like they are just getting free consulting and have no intention of closing. Not sure how you all handle these kinds of potential clients or how you close them (if you even want to!). For what it’s worth I do instructional design and have a strong portfolio which I believe backs up my whats written in my proposal. Thanks in advance!
