Is filing a WHOIS inaccuracy complaint worth it for an undeliverable address?

I’ve found a .com domain with a postal address in the WHOIS data that returns all physical/paper mail as “undeliverable.” I’m considering filing a WHOIS inaccuracy complaint with ICANN, but I’m unsure if this issue is enough for them to take action. Would this be sufficient proof of inaccuracy, and is it worth filing the complaint? Any insights or experiences would be greatly appreciated. Thanks!
