Is it safe to assume you should charge more for a freelance rate than the average hourly you’d get for that field on W2?

Or are there any fields for which this is not the case? I’m inclined to think so because there’s no guarantee of 40+ hours of work each week as a freelancer + you have to pay for your share of taxes in addition to what an employer would pay, health insurance etc. I assume those things should be factored into your rate. Is that correct?
